Why eLegislature is the best form of governance

As businesses become more dynamic and digital in nature, the government is also prompted to keep up the pace with them. However, unlike businesses, the government doesn’t have the liberty to choose its customers and has to serve all. To be a ‘smart’ government of a ‘smart’ nation, a transition from governance to e-governance is more than necessary.

eLegislature has a lot more to do than just inculcating information technology to deliver their services. It is, in fact a step towards digital literacy, not just for the people but also for the government. The flagship initiative by the government of India, the ‘Digital India’, is an attempt to shape the ability to communicate, exchange and share between citizens and the government. This re-engineered model of governance can provide services like utility bills, certificates, landholding records, taxation and education, completely digitally. The services, unlike before, are paperless and are more secure and accessible to the public. As the government beholds the responsibility of transparency in its dealings, e-governance enables all the data to be available online for public peruse.

Given the population of the country, government officers often have to manually scan through a large database to pull out a few relevant information. With this newly adopted paperless technology, documents from multiple storage, can be retrieved within a matter of seconds. If the same technology are to be implemented in legislative assemblies, it can help in reducing the cost to a large extend. Traditionally, crores were spent by the government for the usage of stationary and printing. The paperless technology eases the entire assembly proceedings as it eliminates the need of laying papers manually. Answers to questions during the assembly, reports and copies of bills proposed or approved can be completely digitized, and hence requires no shambolic paper works. This technology could help government expedite analysis and create full transparency in its decision making. Digitiizing legislative assemblies is also a huge step towards reducing its carbon footprint in the world.

eVidhan offers an end-to-end solution that enables the entire proceedings of the legislative assembly to be automated. With this out-of-the-box solution of e-governance by SBL, Himachal Pradesh legislative assembly became the first state in India to carry out its entire assembly proceeding paperless. And also The Himachal Pradesh Vidhan Sabha has been honored with the SKOCH award 2017 for smart governance through  eVidhan solution.

eVidhan Attracting Interest from Other States

eVidhan system was implemented in August 2014 in Himachal Pradesh Vidhan Sabha and the system played a key role in successfully facilitating all the sessions of 2014-15, including the monsoon and the budget sessions.

eVidhan has supported Himachal Pradesh Vidhan Sabha through better time management during the sessions, improving the efficiency of processes and by reducing the operational cost. According to Himachal Pradesh Vidhan Sabha implementation of e-Vidhan has reduced the usage of paper and printing and helped to save nearly 10-15 crores of operational expenses in addition to its contribution to environment.

eVidhan offers mobile application solution for the Legislative assembly members enabling them to access the days’s business 45 minutes before the start of the session. This application allows Legislative assembly members to access the information of the entire proceedings of the House in the digital form on their mobile phones and tablets immediately after the end of the day’s work.

Himachal Pradesh Vidhan Sabha’s successful implementation of e-Vidhan is getting attention from all other states. Madhya Pradesh assembly speaker has visited Himachal Pradesh Vidhan Sabha, to know more about the system and its benefits. The delegation led by the MP speaker was keen to explore the possibility of implementation of the project in their state.

eVidhan project is first of its kind in India and was developed as a joint venture between the Himachal Pradesh State Legislative Assembly, National Informatics Centre, National Informatics Centre Services Incorporated (NICSI), Government of Himachal Pradesh along with SBL.

eVidhan Project is Awarded the Civil Service Award 2015 by the Himachal Pradesh Government

SBL is proud to be a part of the eVidhan project along with Himachal, Vidan sabha, NIC and NICSI. This seems to be the highest civil award in Himachal Pradesh. The award was presented to the Secretary of Vidhan Sabha in a ceremony at Chamba.
