e-Legislature an e-Governance Solution for improving Legislative processes

The e-Legislature system – a secure end-to-end governance solution developed by SBL, will fully automate the day to day functioning of the entire legislative assembly and will radically change how the legislature process works in India in the near future.

The Assembly Session proceedings will be completely paperless and introducing Bills and laying various reports and answers to questions inside the House will be handled through touch-screen based computer systems deployed for each legislative member inside the House.With e-Legislature system, the members inside the House will be able to exercise their voting over motions electronically. Similarly, the information provided for media persons too will be digitized and a media room with computers using the e-Legislature system will be available for the use of media persons. The e-Legislature system will use Digital Signature Certificates (DSC) for user authentication; henceforth only digitally signed documents converted into PDF/A standards would be allowed to be uploaded on the online system. This will ensure error free,
paperless communications within the legislative house.

e-Legislature’s Secretariat interface will manage the Questions Processing System by accepting the questions from Members, issuing notices to Departments, accepting replies from departments, approving the answers and fixing the dates by the Secretariat and finally creating List of Business for a day during the Assembly session.

The e-Legislature system increases ‘People Participation’ in the Legislation process by automating the process of Assembly Bills MIS and allowing to seek People Suggestions on Bills online through a secure web interface. The system also ensures that the proceedings inside the House will be instantly available for the public at the end of day of every session by digitizing and publishing of Verbatim Record of House/Committee Proceedings.

(Members/Employees), Procurement of Stock Inventory and the Dispatch of diary and Library Information System.

e-Legislature system utilizes the latest technologies of SMS and Email gateways to alert the users regarding work at hand.
e-Legislature system for MLAs would include an enhanced Constituency Management System including Submitting Priority List of Works under MLALAD Fund, Monitoring various Works running in the Constituency, Redressing of Public Grievances/Demands, Management of Employee’s Requests (Transfers etc.), Party Information System, and preparing Tours / Appointments /Meetings. , Online Submission of Questions & Property Returns by MLAs, Online Annual / Supplementary Budget Books etc.

Under this system, the citizens and employees will be able to submit their grievances, demands and requests to MLAs online. Online submission of suggestions on bills and for entry passes during sessions will also be managed through this new portal. It is worth noting that significant administrative costs for running the house have been saved by implementing the e-Legislature system.

eVidhan’s successful implementation in Himachal Pradesh State Assembly and subsequent facilitation of 4 consecutive Assembly sessions has drawn attention of other Indian states and has propelled their efforts in implementing e governance solutions for supporting effective Legislative process.

e governance solutions like eVidhan, support the Legislative Assemblies in improving the legislative process through tracking and monitoring entire Legislative Processes,implementing an effective Time Management during the sessions, improving the efficiency of processes through centralized data-flow across the stake holders and by reducing the operational costs and by making the whole process transparent to the Citizens and making them part of the process.

eVidhan System implemented in August 2014 at Himachal Pradesh Vidhan Sabha, has successfully facilitated all the sessions afterwards and has saved nearly Rs.15 crores of operational expenses by reducing the usage of paper & printing and file movement costs. This is in addition to the contribution to environmental protection & decrease in Carbon footprint.

Mobile application solutions along with the e governance solutions support the Hon’ble Members of Legislative Assemblies to access the day’s business 45 minutes before the start of the session. The system also facilitates them to access the information of the entire proceedings of the House in the digital form on their mobile phones and tablets immediately after the end of the day’s work.

eVidhan project is the first e governance solution for Legislative Assemblies in India and was developed as a joint venture between the Himachal Pradesh State Legislative Assembly, National Informatics Centre, National Informatics Centre Services Incorporated (NICSI), Government of Himachal Pradesh along with SBL.

SBL is proud to be a part of the eVidhan project along with Himachal, Vidan sabha, NIC and NICSI. This seems to be the highest civil award in Himachal Pradesh. The award was presented to the Secretary of Vidhan Sabha in a ceremony at Chamba.

e-Vidhan Mobile App Launched

Yet another proud moment for SBL’s technology division. Being India’s first paperless legislative assembly, the Himachal Pradesh Vidhan Sabha launched another technological initiative inline with the e-Vidhan project. A mobile app, to equip MLAs and ministers with information on their android phones and tablets to facilitate smart-working is launched on 30th of March 2015..

e-Vidhan mobile app provides all necessary information about the day’s business to the Legislative Members & journalists. The information can be accessed by MLA’s 45 minutes before the question hours on android devices. MLAs will be provided the information of the entire proceedings of the House in the digital form on their mobile sets and tablets immediately after end of the day’s work.

Shri.Virbhadra Singh, the Chief Minister of Himachal Pradesh had launched the e-Vidhan mobile application for Legislative Members on 30 March 2015.

On the keynote speech Speaker Shri.B B L Butail, highlighted the cost and time saving features of the e-Vidhan mobile App and appreciated the efforts by Himachal PradeshVidhan Sabha, Himachal Pradesh Government, NIC, NICSI & SBL in the success of e-Vidhan Project.

Key features of Mobile App

  • Information about the day’s business can be accessed by the MLA’s 45 minutes before the question hours.
  • The bills introduced or laid for discussion will also be made available to the members.
  • The reports laid in the house by the committees, information about government notification, budget speech and salary and perks’ drawn by members could be view on the apps.
  • It will give notifications of the Vidhan Sabha’s press releases, bulletins, budget speeches, documents and the bills tabled in the House.
  • The ministers who have to reply to the House, can seek supplementary replies on their mobiles from the administrative secretaries.

SBL Proud to be apart of India’s first ever paperless budget session.

Himachal Pradesh is set to become the country’s first state to present a ‘paperless’ budget on March 11. Since the state already has the country’s first green assembly, all documents related to budget estimates would be made available online and only around 10 budget copies would be printed for record.

Earlier, around 200 copies along with huge volumes of other documents used to be published during the budget session. Running the proceedings on e-Vidhan would save the state exchequer Rs 15 crore annually.

In a stirring ‘call to action’ speech towards the end of 2014, Prime Minister Modi outlined his ambitious vision for a Digital India. It quickly became clear that the successful implementation of this vision would rely primarily on the implementation of IT & Technology innovations across public and private sectors. In particular, a key starting point would be initiating the change from paper-based information silos to paperless and evolving data ecosystems.

At SBL, this announcement was met with great enthusiasm. As a leading IT solution provider in e-Governance projects, and a long-standing advocate of digital transformation in India, it felt as though our own strategy was finally aligning with central government policy. Most impressive of all was the understanding that a successful digital transformation has a number of vital stages, all of which must be joined up through a comprehensive and coherent plan.

Our successful track record in implementing e-Governance solutions demonstrates that we have the required understanding and project capabilities to formulate and execute these often complex plans. Part of this is of course carefully implemented change management. We have already helped a range of organizations to navigate this transformation.
